i have set call forwarding to an external number. most times it works, however, sometimes it comes back 'unallocated number' like it's looking on the switch for the number (as an extension)

in monster-ui there is an option for mobile or desk phone under call forward, but that doesn't seem to make any difference

If there is a callflow matching the forwarded number, that callflow will be used, otherwise the resources (carriers), if any of the classifiers match it, will be used.

Also, it looks you are getting an inconsistent behavior. If you set call forwarding at user level, take a look at the user's devices call forwarding configuration, as if I recall correctly, their configuration takes precedence over the owner's configuration.

In most of the places if not all of them, this is the standard behavior. The precedence order is usually like: Device > Owner (if any) > Account.
