I'm just not sure how to light a fire under the correct people to get some traction on it.

The "correct people" are mostly either:

1.) Device mfgr, which might not be helpful unless you have large $$$ to take away from them.

2.) Anyone who has the development skills, the time & patience, and the actual HW to perform a bringup (either update existing driver, or even harder, bringup a new one).

1 is hard because illumos is relatively small compared with other sectors. 2 is hard because one or more of those things are unavailable.

presuming we have to buy a replacement card that does work I'll have a card I can loan to whoever is doing the work.
