Yep - IIRC BSD restricted chown, SysV didn't. The 'file_chown_self' privilege is there if you want to be selective in who gets it.

(and IIRC rstchown just adds that privilege to your privilege set)

though I suppose a tree like structure probably makes the most sense

(unfortuantely, you have to deal with it -- even if the traffic shaping you want is 'none')
