recently updated OI fails now to build gate. we need '16085 use modern libxml2 API' to fix it.

I have a bit of testing to do on that before I'm ready to integrate, hopefully next week.

I didn't realise OI had already updated libxml2 past the API deprecation :(

16107 maybe for cases where there's "normal" async data and polledio going on at the same time
